Walikota Lubukilinggau Drs.H.Riduan Effendi.SH.M.Si dilahirkan di Lahat pada tanggal 9 Agustus 1956. Beliau telah dikaruniai 2 orang anak dari pernikahan dengan Dra.Hj.Septiana. Z. Riduan.SH, yaitu Riezky Aprilia dan A.Riezka Donalsha.

Beliau juga adalah kakek dari seorang cucu yang bernama A.Ravi Alwan Rinarco.
